A STATEMENT FROM THE DISTRICT AS TO WHY THE SPECIAL BOND ELECTION HAS BEEN CALLED
The Wilson Elementary School District Governing Board has called the special bond election to seek a
$10,500,000 authorization for bond funding to address the future of its educational facilities and meet the capital needs of the District
The bond proceeds will be used to provide safe learning experience for students such as improved safety measures and modernizing learning spaces for students. The funding provided by the State is not sufficient to meet the District's capital project needs of our students and the standards for our facilities. Bond proceeds will directly fund:
• Security infrastructure
• Instructional technology
• Ongoing structural repairs
• Energy efficiency
• Building maintenance
Wilson Elementary School District believes the bond will not only serve our students and schools but will also protect and enhance the property values in our community. The bond funding is needed to meet the future needs of our students while maintaining the standards our community expects in District facilities.
15% MAINTENANCE AND OPERATION BUDGET OVERRIDE CONTINUATION
A STATEMENT AS TO WHY THE 15% MAINTENANCE AND OPERATION BUDGET OVERRIDE CONTINUATION ELECTION HAS BEEN CALLED
The Governing Board of the District has called a special budget override election to be held on November 5, 2024 to request voter authorization to exceed the Maintenance and Operation Budget Limit by 15% of the revenue control limit to fund existing programs, such budget override to be in effect for a period of seven years. The proposed override is a continuation of the existing 15% override. The override authorized by this election shall be funded from a levy of taxes on the taxable property within the District. The proposed override is a continuation of the existing 15% override that was previously approved in 2020.
The District has operated pursuant to such budget override authority and now desires to seek a continuation of such override authority in order to maintain the District's programs and operations at their current level. If the override is not approved, the existing 15% override will phase out by reducing by one-third in 2026/2027 and another one-third in fiscal year 2027/2028. Because the override does not phase down until fiscal year 2026/2027, the proposed override budget will equal the 2025/2026 alternate budget and the total amount of the override for fiscal year 2025/2026 will be $1,125,000. The estimated secondary tax rate needed to fund the full override is approximately $0.75 per $100 of net assessed valuation for secondary tax purposes. The estimated secondary tax rate for the proposed override is approximately equal to the existing secondary tax rate for the current override, as this override will maintain programs that have been in place with prior year's override approvals.
The estimated cost to an owner of a home with a limited property value of $74,790 (the average value of a home in the District) would be approximately $56 per year.
The 15% Maintenance and Operations budget override continuation would continue funding for programs currently serving District students. This override supports the District's efforts to help maintain present levels of service:

Student services - counseling, safety and security

Reduced class sizes in all grades

Enrichment programs including art, music and physical education

Expanded course offerings to prepare students for high school, college and career success

DISTRICT ADDITIONAL ASSISTANCE BUDGET OVERRIDE HAS BEEN CALLED
The Wilson Elementary School District Governing Board has called for a District Additional Assistance (DAA) Override of $495,000 address the capital needs of its students and staff for fiscal year 2025/2026 and six (6) fiscal years thereafter to. The DAA override is limited to the lesser of 10% of the District's revenue control limit for the respective year or $495,000. Approval by voters at the November 5, 2024 election will renew the existing DAA override, allowing the District to continue to receive $495,000 of additional assistance.
Wilson Elementary School District currently has a DAA budget override in place, which was approved by voters in November 2018. The District recognizes its responsibility to taxpayers and the community. A DAA override allows a school district to levy a tax to pay for capital items that cannot be supported with the state's capital funding allocation and that may not be included in the district's bond program. For example, bonds cannot be used to pay for curriculum, instruction software or learning materials.
Any budget increase authorized by this election shall be entirely funded by the District from a levy of taxes on the taxable property within the District. The District is requesting a continuation of the existing district additional assistance override. The tax rate is not expected to increase with the passage of this override.
The estimated cost to an owner of a home with a limited property value of $74,790 (the average value of a home in the District) would be approximately $25 per year.
The continuation of the DAA override will provide funding to support:
• Educational and operational technology
• Library, software and books; textbooks, musical instruments; sports equipment; and art material
• Safety management software and visitor management systems
• Curriculum materials and instructional software
• Classroom and district technology
